Difficult to understand what may have been motivating Comey in the very recent past. The fact that partisan and FBI can be in the same sentence is certainly troubling.
One hypothesis presented goes like this: Comey's October statement was made because he knew that the House Oversight committee had news of the Huma emails/devices and were planning a steady drip-leak until the 8th of information designed to be as negative as possible for HRC. Comey knew the committee's source was within the FBI. He preemptively acted with a very weak statement (still bad for HRC) that was designed to take the FBI out of what would be seen as even worse partisan activity. Since the alternative was an ugly and very damaging series of leaks, the HRC campaign spoke with somewhat muted outrage, knowing that Comey saved them from a more damaging possibility.
Voila, today he acts, with a release that is still pre-election, to clear the decks of most questions about the email controversy. He now has the opportunity to purge the partisan element in The Agency that was feeding the House committee info that is, under any circumstance properly confidential, but that in an election environment is totally improper.
If Comey is allowed to stay on while taking appropriate action to bring the FBI integrity back to non partisan status it will be evidence of his overall good intentions, imo. His resignation in a year or two would confirm the above hypothesis. If he is fired (happened only once—Sessions by B Clinton), or severely censured, that probably promotes some alternative inference of Comey's recent actions.
Nothing will ever appease those who have already judged HRC as guilty of "everything imaginable". Meanwhile, America likely gets its first non Caucasian, and first female president back-to-back.
I've read similar accounts about Comey's motivations. Regardless of who wins, the FBI has to get its house in order.
The real problem is that coverage of this campaign has spent way too much time on Trump's personality and Clinton's emails. Neither issue has much to do with proposed policies or how those policies will affect average Americans. This article was published on 10/26/16:

Just eight years ago, the last time both parties nominated new candidates for the White House, the network newscasts devoted 220 minutes to issues coverage, compared to only 32 minutes so far this year. (CBS Evening News went from 119 minutes of issues coverage in 2008 to 16 this year.)

I really think that Comey is trying to act with integrity, which is a rare thing.
I do feel that if he wants to run an agency to the highest standards he needs to pull the field offices into line, and likely kick some serious butt in the process. This is particularly true of the NY office. Frankly he is probably the only person who has pissed off enough people on both sides of politics and has the clout to do so without breaking the organization. That to me would be the true test of his integrity.
