Your tweet will get lost in the millions unless you have followers. Create your Twitter account for the venue, find Twitter users in your area, and start following them. And start tweeting! You have to build relationships on Twitter if you want it to be an effective tool for you.

Also for people unfamiliar with the venue and type of crowd it attracts, photos ("view my pics") can give a pretty good sense of the character of a place. Other than that, providing basic info for the venue on facebook or myspace (who, what, where, when, etc.) seems like a straightforward thing; the more specifics you can offer folks the better. I'm fairly new to facebook so I haven't had much experience with being a "fan of" various orgs or musical performers, etc. so I don't have much to suggest or relate in that regard.

IMHO - the biggest mistake newbie FB groups make is to send out too many messages to members or, conversely, never update their pages nor have any new info on them. Balance is critical. Also - it's a really good idea to post the type of innovative/fun/cool content that people will want to "share" with friends via a posting on their profile page etc, and make it easy for them to do so. It's all viral, baby! Just my $0.02 You might find some useful info here
