Like Saul Goodman, JR likely knows where some people congregate...

In this context, I take generally to mean that they didn't check each and everyone of those ballots, but took a sample. And they checked out.

I'm guessing there's a checkbox and/or space for a name that indicates someone helped fill out the ballot. Just like the sentence suggests.

And what does is really mean?

That is the way we roll in Canada and most civilized rich countries.  In many cases, it is the police chiefs that will hold back before containing a situation.  
 

Agreed. And all the puff about 'Law and Order' hits the ash can when you see the intimidation tactics and reckless endangerment of vehicles on a Texas Interstate. Is one form of violence better than another?
