From my perspective and knowledge as a lowly technician, Trump in no way violated HIPAA. The HIPAA laws only apply to medical professionals, and those working for HC providers and others who directly handle medical records as a course of their employment. Is this correct ? It is however a serious violation of law with a 1st offense fine being $50,000 and potential incarceration to the best of my understanding.

I do not see RG being thrown under a bus with this tweet. I see words of recognition for his work, encouragement and hope for his recovery.
