I think it depends on their status.  An EU citizen is unlikely to become a UK citizen because there is really not much point.  Any EU citizen is entitled to live here.  However I would imagine that Heeb's wife has a different status as someone of ?Nigerian birth living in the UK. 

EDIT- forget that- here's the answer- as Heeb said it is because she is a Commonwealth citizen.

Who can vote in UK general elections

 You can vote in UK general elections once you are on the electoral register and provided that you are also:

  • aged 18 or over on polling day
  • a British citizen, or a Commonwealth citizen or a citizen of the Irish Republic (living in the UK)
  • not legally excluded from voting (for example, if you are in prison)
