Sure thing. We'll drop anchor about a hundred yards off shore and throw some traps. For entertainment we will have put up a sign on the shore that says "Boat full of heathens that need saving, please part the waters and come on over" - many  Darth Vaderesque moments will follow.

Problem is, power never really transitions - it still belongs to those with the money.  Elected representatives are a dog & pony show, puppets controlled by the corporations/bankers who put them in office.
