Bounty: Good idea. Like when I see someone and report it, I get the money. My new retirement plan.

CA penalty is $20 for talking on a cell phone (without remote means).  Little good that has done.  Everyone still yaks on them and drives.

Couple of years ago I was driving to work and came upon an accident scene... a 17-y.o. kid was driving his kid sister to school, texting, and flipped the family SUV. He walked away but they buried the girl. Don't think I won't drive Augusta to the very spot and explain what happened.

I have the same trouble with my iPod. It's so tempting to try to find a better song but you don't realize it's sucking your eyes down to the screen way too much. Luckily today there was some road constructiion so I was stopped anyway when the crap came on. Actually the ipod should have an emergency "dump this song NOW" button that will put you onto one of your top-rated songs.

Of course.

I wish insurance companies would - instead of raising everyone's rates - simply put clauses in their policies.  To wit:

If you have motorcycle insurance with them and you are involved in an accident and receive a head injury while not wearing a helmet - you're not covered.  Or, if you're talking on a cell phone (or drinking) while driving - you're not covered.

At least there's this:

Insurance companies are paying close attention to the link between cell phone use and car accidents and many auto insurance websites warn of the dangers of distracted driving. If you are at fault for a car accident caused by cell phone use, or are ticketed for talking while driving, you're likely to see your insurance premium rise.
