Cannabis has been essentially decriminalized for personal consumption right across Canada. There are few exceptions. Production and trading is still illegal.
It is actually perfect for experienced, wise organized criminals who know how to risk manage the business.
I believe you are correct, that corrupt narcs in Quebec are largely a thing of the past. But if I may share a story from the past.
Growing up in high school in Ottawa, "everybody" knew that most of the hashish was coming through the port of Montreal and the Maritime province ports. "Everybody" also knew that the police in Quebec were corrupt along with some customs officials.
Over time I verified those rumours to be true.
That has changed since then. There is nothing like a couple of bloody biker wars to increase scrutiny on the police.
Not to mention the narcs can't keep making extra money selling the weed they take off dealers they don't arrest.
it doesn't work like this in Québec anyway, maybe somewhere else in Canada, it's a big country. But the cops around here are really not the same type like they are in the USA. Some cops were arrested for growing MJ here though. But stealing from a bust would be harder.
There is a big problem with a lot of harder drugs here, so if the cops wouldn't have to worry about MJ, they would have more time to bust the fentanyl , amphetamine, crack etc...
Actually, pot is semi legal here since a long time. Simple possession is never sanctioned.

I would like to mention the poor Canadian narcs.... if and when pot is fully legalized.

And the thing is they are spot on in their opposition, the DEA will not admit this here though because just like the Hell's Angels they too will lose funding and jobs due to legalization.
