I've typed out responses to this question 20 times at least, but can never seem to find one to copy/paste. Short answer is it's not a democracy; Bill and Rebecca add songs they like. Nothing else. The "voting" is just to give you some idea of how others feel about your upload but it has no bearing on whether the song makes it to the main playlist. Many other threads ask the same question. This one from 2006 had some discussion and people also listed songs that got rejected despite having high listener approval...

I'm keen on RP, and I really like the idea of the peer-reviewed listener submitted songs.
I found a lot of interesting music in that list.
I'm a little bit puzzled by the acceptance logic tough.
For example this song (incidentally submitted by me ) had a good score but it was dropped out of the list:
