Shaquille O'Neal tells the story that he was in an elevator and Stevie Wonder came in and said hey big fella to him without even saying anything. Freaked him out. Maybe Wonder CAN read music.
Though there are obvious reasons why he wouldn't/shouldn't be able to "read" music, there are, and have been, methods of music notation for blind musicians. But, yeah, he is kind of magical.
Yes, he was seldom complimentary of rock/pop musicians, particularly other guitarists. Also, his criticism seems to be about Hendrix not being able to read and write written sheet music (score it). It is the way Zappa composed music, but it is largely irrelevant in rock music. Hendrix seemed to know music theory better than many of his guitar contemporaries, and it differentiated him from most of rock or R&B guitarists of his era, who primarily played blues or pentatonic scales (e.g. Clapton). The Beatles and Stones didn't know how to read music, even guitar legends Django Reinhardt and Wes Montgomery apparently couldn't read music, hell, even Dave Brubeck and Stevie Wonder couldn't/can't.

As much as I like Frank's music...I dont think he had a nice thing to say about any other "rock" guitarist.
Frank's technique was better than Jimi's...but he wasn't better than Jimi.
