There's a difference between gathering information and targeting. How are you supposed to uncover their potential illegal behaviour without gathering intelligence? Besides you think Trump would have waited to declassify the binder if it contained information that would make him look good? In actuality it contained extremely sensitive information on weapons programs (we know because of what is in copies). The missing binder is yet another example of him playing fast and loose with intelligence.
